double edit: Horse hit it on the nose, it is a Canadian comedy show called Trailor Park Boys. A Canadian here on my project pointed it out to me.
edit: Found it already on youtube.. Looks like it's from a skit show (and judging from the accent, a Canadian one). Anyone know where this comes from? At any rate.. enjoy, courtesy of Dagan.
